HCMR scientists involved in the project have participated in several EU research projects (eg. MESMA, CoCoNet, PERSEUS, MEDISEH) related to the monitoring and evaluation of spatially managed areas, the acquisition of knowledge relevant for MPAs implementation, as well as the study of human pressures and impacts on marine ecosystems, and have published a number of papers on MSP relevant issues. The role in ADRI-PLAN project will be to contribute to the investigation of the feasibility of MSP conditions for cross-border international cooperation and consultation, to the definition of the series of procedures (based on the 10 key principles) that will guide an effective cross-border MSP process in Focus Area 2 (ie. the South Adriatic/north Ionian study area), to the analysis of cross-border implications of MSP, and the requirements for a coherent planning system between Member States. It will also take part in highlighting points related to cross-border challenges due to potentially different phases in the policy cycle in different MSs, as well as to the development of MSP scenarios, making efforts to interact with key stakeholders and observers.

Vassiliki Vassilopoulou
Research Director in the HCMR. Scientific responsible of several EU and national research projects and leader of work-packages within projects, certain of which dealing with reviewing the status of spatially managed areas, focusing on MPAs, and studying the pressures and impacts of human uses on the marine ecosystem under the MSFD, under which MPAs are considered as an effective management tool. Scientific responsible of the HCMR MESMA team, and leader of the respective greek case study, investigating the potential of implementing Marine Spatial Planning in greek waters. She studies pressures and impacts of human uses on the marine ecosystem under the MSFD perspective (WP5 leader of the FP7 project PERSEUS). She has co-authored a number of publications focusing on SMAs.
Panayotis Panayotidis
Research Director in the HCMR. Leading expert in benthic ecology & marine habitat mapping. Responsible in the designation of the Greek marine Natura-2000 network project (1996-2001). Since 2005 member of the WG on the master-plan of the aquaculture in Greece and the integrated development of aquaculture zones. HCMR scientific responsible of the governance research activities of the MESMA project.
Paraskevi Karachle
Assistant Researcher in the HCMR. She has taken part in EU-funded projects regarding the fisheries sector. The last few years she has invested a big effort in interactions with stakeholders, particularly fishers, towards contributing to the development of an adaptive management process. She has been responsible for the reporting and dissemination in projects, and organization of meetings and workshops, especially on subjects regarding bringing together scientists and stakeholders.
Mairi Maniopoulou
Is a European Policy scientist M.S.c. at the HCMR. She has worked at the European Commission in Brussels as an EU scientist, at the Ministry for Foreign Affairs in Athens as a project manager at the EU Presidency 2003, and at the NGO Religion Science and the Environment in Athens as an event coordinator on international environmental symposiums. She has worked as a venue manager in 417 private company in Athens, mainly involved in event organizing, public relations, marketing and real estate management. She is currently working as a communication and public relations officer at the Hellenic Centre for Marine Research (HCMR) in Athens. She was part of the scientific team of the HCMR in the FP7 projects MESMA and ODEMM contributing to governance and policy aspects. She is the communication facilitator of the outcomes of the DG-MARE project ADRIPLAN in the frame of which she deals with policy aspects related to the implementation of cross-border Marine Spatial Planning.

University of Thessaly has been engaged in issues related to Integrated Coastal Zone Management such as the environmental dimension of spatial planning, the relationship of environmental policy with city planning and spatial planning, planning for human and natural ecosystems generally and sustainable development and planning at the national, Mediterranean and European levels.
Special emphasis has been given in the development of information technology tools and methods supporting the integrated approach at spatial planning with emphasis on the environmental dimension such as development of environmental scenarios, carrying capacity assessment, strategic environmental assessment, spatial decision support systems, etc. The research group undertakes multidisciplinary research in environmental planning contributing to the advancement of knowledge and methodology in integrated spatial environmental policy and planning in international and national consulting in environmental planning, integrated water resource management, integrated coastal zone management, island planning, urban and regional policy, etc. It has also participated in many Greek and European research programs and has provided assistance through demonstration or consultancy work to many regions in Greece, Europe, and also in Mediterranean and developing countries.
The activities of the Research Unit of Environment and Spatial Planning have particularly extended to the Mediterranean level having a long experience and practice at issues referring to the Mediterranean sea such as the CAMP - Coastal Areas Management Project, the Euro-Mediterranean Partnership, MAP (Marine Action Plan), PAP (Priority Actions Programme) on ICZM guidelines, tourism carrying capacity, sustainable development etc. The Laboratory’s recent research concerned integrating spatial analysis approaches into coastal and marine planning by obtaining ideas for structuring planning frameworks. It has also examined ways to bridge science and policy and promote innovative tools and methodologies for a multispatial and intersectoral coastal and marine spatial planning and have given emphasis in benchmarks for assessing progress towards ICZM (research activities through the Thematic Network Coastal and Marine Spatial Planning in the context of the ENCORA Project, the European Platform for Coastal Research). The Laboratory’s current research focuses on maritime spatial planning, governance, territorial development and scenarios for the European macro-regions with an emphasis in the Mediterranean sea.

Harry Coccossis
Professor of Urban, Spatial and Environmental Planning, Director of the research unit "Environment and Spatial Planning" in the Department of Planning and Regional Development with a PhD in City and Regional Planning (Cornell, USA, 1980), a Master in Town Planning (Pomona, USA, 1975) and Diploma of Architecture (National Technical University of Athens, 1973). The fields of his expertise are the extensive research and professional activity in urban and regional development, environmental management and planning. He has also carried out expert work for international organizations (European Union, World Bank, UNEP, FAO, OECD, UNESCO) in coastal zone and islands' management, tourism and environmental planning. Panayotis Pantazis (M.A)
Is an Engineer in Urban and Regional Planning, member of research staff of the Laboratory of «Environment and Spatial Planning» in the Department of Urban Planning and Development with a Master in Urban Planning (University of Thessaly, 2011). He is a PhD candidate on Regional Development and Economic Geography at the Panteion University. He is experienced as a researcher in automated mapping and management of data-intensive projects and applications (more than 20 research projects). He was employed as instructor in several seminars of thematic cartography and spatial planning and as technical coordinator for publications of Cartographic Atlases and several scientific publication and studies. His scientific interests are focused in methods of cartographic representation in Geographic information Systems (GIS) environment, quantitative methods with accent in spatial statistics and econometrics, and standardization of [geospatial] data for digital and printed publications.
Theodora Papatheochari (MsC)
Is a researcher at the Laboratory of «Environment and Spatial Planning» in the Department of Planning and Regional Development. She is a PhD candidate in Spatial Planning and Management at the University of Thessaly (Title: Waterfront Regeneration in Mediterranean cities in the context of the Integrated Coastal Zone Management) with a Master in Urban Planning (University of Thessaly, 2006) and a Diploma of Planning and Regional Development (University of Thessaly, 2005). Her expertise involves Spatial and Urban Planning and geographic information systems issues. She has experience in coastal planning and management research and has also participated in a number of Greek and European research projects. Her scientific focus and publications concern the Integrated Coastal Zone Management and Spatial Planning with a special interest in the Mediterranean.

The Regional Development Centre Koper (hereafter RDC Koper), a non-profit and non-governmental organization, is an authorised Regional Development Agency, which promotes regional and local development in the field of economy, enterpreneurship, human development, rural development, environmental and spatial planning issues.
RDC Koper acts as a secretariat to the Council of South Primorska region, Regional Development Council and to other stakeholders.
The most important tasks of RDC Koper are:
Regional development:

RDC has rich experience in international cooperation in EU cross-border partnerships with Italy and Croatia, interregional and transnational programmes, on the EU level and broader (UNEP/MAP (Mediterranean Action Plan) programme).
Part of its activity is related to the Integrated Coastal Zone Management (coordination of the MAP Coastal Area Management Programme for Slovenia(2004-2007); spatial planning (coordination of two CAMP spatial planning projects: Conception of Spatial Development of South Primorska and Detailed Conception of Coastal Strip Spatial Arrangements). RDC was partner in the PlanCoast (Interreg IIIB Cadses) project, in which we prepared national report on policies, legal framework and practice of MSP in Slovenia and a study on MSP in the framework of ICZM in Slovenia. Currently RDP is a partner in the SHAPE (Slovenia-Italy Cross-border cooperation programme), in which coordinates WP on Informative system oriented to support ICZM and MSP at Adriatic basin and regional scale and on development of a demonstrative GIS Atlas.

Slavko Mezek
MSc in landscape architecture, graduated at the University of Ljubljana, Biotechnical faculty (1982). He was employed with the urban planning organisation Invest biro (1983-1993), working on spatial planning, urban planning and landscape design projects. In the period 1993-2001 he was employment at the Ministry of Environment and Spatial Planning, National office for Spatial Planning, as an adviser to the director for regional spatial planning, dealing also with the integrated coastal zone management. Between years 2001 – 2004, he was independent entrepreneur, working on various spatial planning and landscape design projects. He coordinated the preparation of the Regional development programme for the South Primorska region 2002-2006. From 2004 onwards he works at RDCK as a Project manager and his main tasks refers to Regional development programming, monitoring and evaluation, Project management (EU cross-border, interregional, transnational projects, MAP projects), Project related to ICZM, MSP, Spatial planning, Environmental protection, Nature conservation.
He is a member of Slovenian Landscape Architects Society. He obtained State certifications: Certificate for state administration employees; License for authorized spatial planners according to the Construction Act. Other important trainings: Summer School of Land Policy (Cambridge 1993, University of Cambridge), various seminars and trainings in the field of project management, communication skills, computer skills; Project management training for the purpose of preparation, implementation and supervision of Regional development projects; Integrated Coastal Zone Management Modular Training (in the framework of METAP Programme in the United Nations/MAP Priority Actions Programme Regional Activity Centre).
Vlasta Starc
Studied at the University of Ljubljana, Faculty of Economy in the period 1995-2000. Trained in management and coordination acquired through leading of projects from EU programmes, Training in management, coordination and implementation of “voucher” system of counseling, Training in management, coordination and implementation of “E-VEM” system for company registration. She is Project manager at RDCK, her main tasks are related to financial management, business consultant, employment consultant, implementation of projects from EU programmes, publication of the monthly magazine for entrepreneurs in our region, general and specific counselling for SMEs, preparation of the documentation for company registration procedures, organization of meetings, workshops and conferences, reporting to appropriate financing authority, project and team work – work in projects in the fields of entrepreneurship, environment protection, spatial planning, tourism.

Studied at the University of Trieste, Faculty of Economy and Commerce in the period 1992-1997. She is University Graduated Bachelor of Science in Economics She is trained in management and coordination acquired through leading of projects from EU programmes, Training in management, coordination and implementation of “voucher” system of counselling, Training in management, coordination and implementation of “E-VEM” system for company registration. The National Interuniversity Consortium for Marine Sciences CoNISMa (www.conisma.it) comprises 32 Italian Universities, including about 700 researchers and technicians, it has a recognized legal status and it is under the surveillance of the Ministry of University and Research. CoNISMa recently entered in the EU Marine Board, being a unique super-organism in Europe, since it merges scientific and capacity building activities. Through CoNISMa, the Italian University-based research and capacity building system working on marine sciences became a single entity and reached international size and reputation as such. CoNISMa covers all fields of marine sciences, with both research and capacity building activities ranging from physics to chemistry, geology, biology, ecology, engineering, economics, and legal sciences. It carries out its activities worldwide including the W and E Mediterranean, Atlantic, Pacific, Antarctic Ocean and Sub-Antarctic regions. The administrative offices are located in Rome, but the bulk of the "staff" and "infrastructures" is in the associated Universities. In the last 15 years, CoNISMa has participated in more than 40 UE research projects as coordinator or partner (SYNDEM, HAKE, EUROROCK, MEDLAND, CODEPASS, GENHAKE, MECO, SAP, EMMA, DESEAS, ADIOS, INTEREPOL, BIODEEP, NOMIRACLE, CORALZOO, EPICA, EUROCEANS, HERMES, BIOTOX, ALARM, SYNDEM, MARBEF, MERSEA, REEFRES, JASON, SESAME, MEDSEA, VECTORS, TENDERMARE, PERSEUS,DEVOTES, COCONET, MED-JELLIRISK,etc.).
Description of Personnel Involved in the Project
Simonetta Fraschetti
Associate Professor in Ecology at the University of Salento – CoNISMa (Italy). She combines field descriptive research, manipulative experiments and spatial analysis techniques with the aim of gaining a better understanding of the pattern of distribution of marine biodiversity and of the processes shaping marine communities, especially in subtidal and intertidal rocky habitats. She is collaborator or coordinator of several national and international projects for implementing the conservation and the management of marine costal systems. A specific focus of her research is on setting priorities through conservation planning tools for the identification of network of Marine Protected Areas in the Mediterranean Sea. The quantification of changes in coastal marine communities under the effects of multiple stressors to inform marine spatial planning and the study of the recovery of disturbed assemblages are also relevant aspects of her research. Author of 60 scientific articles on ISI journals and 12 international scientific books.
She is also lecturer to graduate students in Fundamental Ecology and Climate Change at the University of Salento. Member of the Jury Margalef Prize invited by the Generalitat de Catalunya Departament de la Presidència, Secretat General, Member of the European Network of Excellence Marine Biodiversity and Ecosystem Functioning (MARBEF) of the European Union, presently Administrative Treasurer of the Italian Ecological Society, Member of the Directive Conseil of the Italian Association of Oceanography and Limnology (2007-2011), Member of the Italian Society of Marine Biology and of the Italian Zoological Union. Member of the Mediterranean Group of IUCN's World Commission on Protected Areas - Marine (WCPA MMED). Consultant for the Brindisi (Apulia) Province in the Technical Committee for Environmental Impact Assessment (2008-2010). Consultant of Twinning Project MT04-IB-EN-02 for implementing the Habitat Directive. Tutor of five graduate students, one Post hoc, five undergraduate students.
Michele Scardi
University Tor Vergata, Biology degree at the University of Naples. He has been researcher at Stazione Zoologica “A. Dohrn” of Naples at the Biological Oceanography Laboratory, for about ten years. He has been assistant professor at the Universities of Sassari (Sardinia, Italy) and Palermo (Sicily, Italy). Since November 1998 he is Associate Professor of Ecology, at first at the University of Bari (Italy) and then, since November 2001, at the University of Rome “Tor Vergata”. He held several short courses and lectures on Numerical Ecology and Machine Learning application to Ecology in Universities and private Institutions both in Italy and abroad. He is a founder member of the International Society for Ecological Informatics and organized the 3rd Conference of the Society. He is the author of more than 200 scientific papers, book chapters and oral presentations. He is a member of the editorial board of Scientific Reports (Nature Publishing Group), Freshwater Biology (Wiley) and Ecological Informatics (Elsevier) and has been guest editor for Ecological Modelling. From 2007 to 2010 he has been a member of the Italian National Scientific Committee for Antarctica. His present research activities in the framework of national and international programmes include applications of neural networks and other machine learning techniques as empirical models of ecological processes, regional and global phytoplankton primary production models, assessment of ecosystem status and development and application of data analysis techniques in ecology, zoology and oceanography. He provides technical as well as scientific assistance to Italian Ministries and to other Institutions (e.g. he has been appointed as expert for the implementation of the Marine Strategy Framework Directive by the Ministry of the Environment).
Giuseppe Guarnieri
Postdoc position since 2006 at the University of Salento where he collaborated, with different institutions in numerous national and international research projects (such as Interreg, European Framework Programs, PRIN) regarding the monitoring, experimental research, impact assessment, scientific consulting and training courses in coastal marine environment. The activities, documented through more than 10 articles on JCR journals, and about 20 communications to national and international congresses and forums, allowed to gain experience in the design and conduction of descriptive and manipulative field experiments, coupled with a considerable knowledge of statistical tools for data analysis and management of data aimed at mapping the seascape with a GIS based approach. Main research topics involve the study of benthic organisms and the processes affecting their distribution at different spatio-temporal scales, Marine Protected Areas and relative effectiveness, quantification of the effects of different human impacts on coastal marine habitats and assemblages, the analysis of species recolonization and recovery trajectories of assemblages as a result of human disturbance events.

Over the last decade, the city of Rijeka has merged activities and applies a more responsible administration approach to urban development projects. Rijeka is benefiting from the introduction of Croatian Codex in consultation processes with the public and EU Smart Regulation, and adjusting accordingly in order to achieve open access to the administration and ensure the rights of the citizens to participate in decision making processes. The City of Rijeka Administration has 450 employees and consists of 12 departments and 2 offices situated in five locations, and among them is The City Department of development, urban planning, ecology and land administration which carries out the activities that provide conditions for urban area management and urban development planning, building area planning, and the promotion of activities aimed at environmental protection. As a member of international associations, the City of Rijeka gains and exchanges experience, enabling it to approach its own development projects in a more quality manner, as well as their international promotion.

Is Advisor to the Mayor of the City of Rijeka for EU projects. Suzana holds a BSc in Sociology and for the last 10 years has been working on regional development (coordination of designing and implementation of strategic documents - Regional Development Strategy, Regional Operational Programme) and project design, management and implementation of EU financed projects (under CARDS, PHARE, IPA, FP6 and FP7, CIP programmes).
