The Venice Port Authority (APV) is a public body whose task is to guide, plan, co-ordinate, promote and monitor port operations. It is also in charge of maintaining common areas and the seabed, overseeing the supply of services of general interest, managing the State Maritime Property and planning the development of the port. Strategically located at the top end of the Adriatic sea, at the intersection of the main European transport corridors and of the Motorways of the Seas (MoS), the Port of Venice is in a position to act as the European gateway for trade flows to and from Asia, and the main entry point to a vast area of Central Europe - including amongst others North-Eastern Italy, Austria and Bayern - in addition to Eastern Europe and some of the European Union's most dynamic markets. To ensure and enhance traffic in the port, APV conducts research on the international economic outlook, the port's current and potential hub and the state of its infrastructure. Its actions are coordinated and fully in tune with the guidelines and planning tools of other public institutions, the European Union and Local Bodies. The port of the future envisaged by APV will expand its activities to all the land it controls directly, to enjoy the added value of advanced logistics services. In order to increase the efficiency of port services, APV encourages ship access and port operations and is currently enhancing its rail, internal waterway and road connections. APV is also committed to ensuring the sustainable development of the port while safeguarding the local environment (Green Port), improving security and safety (Safe Port), disseminating information on how the port benefits the local territory (Open Port Initiative) and contributing to social wellbeing (Ethical Port). APV, along with the three Northern Adriatic seaports have constituted the NAPA association. Venice, Trieste, Koper and Rijeka being  located at the northern tip of Adriatic sea represent a natural waterway that penetrates deep into the middle of the European continent, thus providing the cheapest naval route from the Far East via Suez to Europe with a distance that is about 2,000 Nm shorter than other North-European ports. More than 100 million ton of water-borne cargo are handled in the NAPA seaports every year. The four entities combine their strengths in order to promote the Northern Adriatic route and present themselves as an alternative to the North-European ports. In addition, the association anticipates cooperation in the development of maritime and hinterland connections, visits from cruise lines, environmental protection, safety and information technology. The ports of NAPA will also invest efforts into the coordinated planning of road, rail and maritime infrastructure, as well as the harmonization of regulations and procedures in the field of port service provision.

James Orlandi
Is head of Projects Research and Development Unit, he manages and coordinates the submission and implementation of European projects and national funding programs for APV. The Projects Research and Development Unit, besides Mr. Orlandi, counts on 7 employees (permanent and temporary staff). It works in strict coordination with APV departments in order to seek European and National funding possibility for activities foreseen in APV Three-Year Operational Plan.

torricellaNicola Torricella (Technical Manager)

Is an engineer in environment and territory management; he coordinates the technical department that builds and maintains the port's infrastructure, such as roads, railways, quays, channels and other structures and networks. He also draws the Urban Plan, along the lines set within APV Three-Year Operational Plan, and manages environmental issues concerning port activities, through its dedicated environmental unit. Mr. Torricella is the sole responsible of every intervention on port infrastructures from the technical, administrative and environmental point of view. Mr. Torricella operates, with the whole APV management board to draw the port’s Three-Year Operational Plan.

volpatoCecilia Volpato

Is part of APV permanent staff in Projects Research and Development Unit. She is in charge of seeking funding possibility for VPA, proceeding for new proposals submission, managing administrative and coordinating technical development of European projects and national funding projects.

The Ionian Island Region (IIR) is a geographical section with specific borders, area, population and headquarters. It consists of 32 islands, of which 13 are populated: Othoni, Erikousa, Mathraki, Kerkira, Paxi, Antipaxi, Lefkada, Meganisi, Kalamos, Kastos, Ithaki, Kefalonia and Zakinthos. The above islands are spread along the western side of the Greek mainland, forming an island bridge which joins Greece, and by extension the East, with Italy and Western Europe. Hence, IIR forms an insular cluster in an environmentally sensitive area, which is characterized by increased sea traffic, fishing grounds of high interest both to Greek and other fleets (e.g. Italian, Albanian), and high touristic activity. The geomorphological position of our Region places it within interconnected sea channels, ie, the Ionian Sea, the Adriatic Sea and the Mediterranean area.
IIR is a public body that forms an independent decentralized Administrative Unit of the Greek Government. A staff of around 270 employees of higher education covers an extensive scope of expertise, such as geology, environmental engineering, agriculture, animal farming, fish farming, rural topography, mechanical, electrical, chemical and civil engineering, electronics, informatics, infrastructure engineering, chemical engineering, food technology, health & welfare, social service, organization and administration of local authorities and financial planning and management. Its main competence is to plan, program, coordinate and implement the National Policies for the financial, social and cultural development of the region. Additionally, RII has a strong background of cooperation with other Adriatic countries, especially Italy, in the framework of EU funded projects (eg. DEMSNIISI, BioGAIA, ΟΤRIONS, ΒΙΟΟLEA), related to cross-border collaboration, with a focus on environmental-related issues. IIR is participating in two EU-funded projects, that are related to cross-border MSP:

  1. "Network of the Lower Adriatic Marinas (Νet L.A.M.)", whose objective is to realize a permanent net of integrated and quality services in the Low Adriatic, that can connect the existing port structures in the involved territories, to allow the improvement of the quality and the safety of the available services and the development of a cross-border tourist circuit related to the recreational yachting sector.
  2. Implementing Seaplanes System in Adriatic Basin (ADRI-SEAPLANES), aiming to create the best conditions for the set up of stable connections through a common seaplane system.

Governor of the Region. A doctor, by profession, Mr Spirou has been elected in the position of the Governor in 2010. He has been very active in the political scenery of Greece, since 1984, and been appointed by the Greek Government and/or opposition in positions related to Tourism and Social Affairs.

BSc /PhD in Environmental Chemistry, MSc in Information Systems, Director of Environment and Spatial Planning in the Regional Administration of Ionian Islands. Environmental audits, Environmental Assessment Studies, Spatial Planning, Water Resources Management, Environmental Projects Management, Interreg Projects Management.

Stamatios Ghinis
Director of Rural Economy. Biologist. Mr Ghinis had worked in the Ministry of Education and Agriculture, and he is head of the Directorate of Rural Economy at the Region of Ionian Islands. He was been participating and managing EU-funded projects regarding environmental issues in the area and fisheries in specific.

Ethalia Lazaridou
PhD in Marine Ecology. Region of Ionian Islands/Regional Unit of Corfu, Directorate of Environment and Spatial Planning. Scientific responsible and stuff member of several EU and national research projects certain of which dealing with Integrated Coastal Zone Management and Management of MPAs. Scientific Co-Responsible in the designation of the Greek Natura-2000 network projects (1994-2002). National expert for the SPAMIs (Protocols 4 and 6 of Barcelona Convention) (1994-2002).

Apulia region mission is to develop, evaluate and update the National Strategy for the Seas, and to propose a national policy of the sea in its various forms, plan and organize the maritime space in its different uses and activities, monitor and participate in development of the Integrated Maritime Policy of the European Union and to promote national and international cooperation under the sea. Apulia region is directly involved for defining, proposing and implementing the ministry's policies concerning the definition of objectives and programs derived from the Water Framework Directive, direct management of public water, and shall exercise the powers of the department of planning and implementing policies to protect and conserve the sea and the maritime-terrestrial public domain, and participation in planning policy-related research biodiversity of marine ecosystems. In addition, Apulia region has a wide range of functions relating to the sustainability of the coast and sea, such as the management of the economic and financial maritime public domain, marine strategies, the Network of Marine Protected Areas.

Civil engineer, Director of Area “Policies for the redevelopment, environmental protection and environmental safety and the implementation of public works”. He is the highest administrative figure of Apulia region for environmental issues. In his administration experience he has been Apulia region environmental authority for renewable Energy (POI program), Responsible of POR Puglia 2000 – 2006 (regional park, air quality, g.i.s.), Responsible of PO – FESR 2007 – 2013 management of protected natural areas), President of regional environmental impact evaluation Commission. He obtained a post degree at University of Bari and INSA of Lione in environmental management and policy.

The Region of Istria was established by the Law on the Territory of Counties, Towns, and Municipalities in the Republic of Croatia as one of 21 Croatian counties. The constitutive meeting of the County Assembly of the Istrian County was held on 16 April 1993 in Pazin. In accordance with regulations of the Law on Local and Regional Self-Government (the official bulletin of the Republic of Croatia "Narodne novine" no. 33/01, 60/01, and 106/03), the region is a unit of regional self-government whose territory represents a natural, historical, traffic, economy, social, and self-governing unit, and it is established for reasons of performing works of regional interest. In its self-governing domain, the Istrian County performs works of regional significance, and especially works related to: education; health;physical and town planning: economic development; planning and development of the network of educational, health, social, and cultural institutions, protection of the environment.

Molise Region is an administrative region of Southern-Centre Italy, the second smallest of the Italian regions. The region covers 4,438 km² and has a population of about 320,000. Molise is an area traditionally rural, mainly mountainous, with an access to the Adriatic coastline, characterized by low density of population (72.3 inhabitants per km2). About the organization, Molise Region is a public body divided into services with specific activities and purposes. The system enables an efficient governance providing development of social welfare, economy, infrastructures and employment, protection of historical and cultural heritage, supporting local investments, research and external trade. In addition, Molise Region has a strong experience in participating in collaborative projects at regional, national and European level. About that, Molise Region plays an active role in international cooperation especially with Balkan countries and regions, promoting the trans-national and inter-regional cooperation between regions of the Adriatic basin countries. Within the framework of the European Union programming related to the Adriatic Area and Sea, Molise Region managed many projects, as lead partner or partner, and got a lot of experience in supporting the political establishment of an institutional body for the Adriatic Euroregion (Adri.Eur.O.P. – Adriatic Euroregion Operational Plan), managing a European portal of Adriatic Sea (Adria – Net), defining the creation of an Adriatic sustainable energy community (AlterEnergy) and implementing a set of strategies and shared methods for the development of the off-shore wind energy in all the Countries overlooking the Adriatic Sea (Powered: green energy in Adriatic Sea).

Mario Ialenti
Has a university degree in law and several relevant educational experiences in well-known Italian universities. He has a strong professional experience in technical and administration management  in the framework of the EU co-financed cross-border and/or transnational and/or interregional programmes management. He has a consistent experience in writing legal opinions. Since January 2011 he is the President of the National Committee of the IPA Cross Border Cooperation Programme. Since 1980 he has several important and leading roles in Molise Region with leader functions in working groups for territorial, tourism, environmental and planning issues.
