WP 1 is made up of four tasks, described below:
1.1 Establishing a methodological framework for cross-border MSP
1.2 Initial assessment;
1.3 Development of maritime spatial plans (methodological issues and outcome);
1.4 MSP monitoring and evaluation.

1.1 Establishing a methodological framework for cross-border MSP

This task consist of establishing the methodological framework of MSP in cross-border areas, integrating issues at multiple scales and on multiple stakeholders and themes, to set the MSP process in the AI macro-region and in the focus areas. The activity will take into account AI macroregion strategy, considering as reference the objectives and targets, the needs and potential of sea-related activities in the Adriatic and Ionian area (COM(2012) 713 final).

The initial assessment will be drafted first at the scale of the entire AI Macroregion (as referring context of the project within the Mediterranean) and then on the two selected Focus Areas. The initial assessment of existing conditions and pressures at Macroregion scale will put in evidence all the issues of coordination and cross-border integration in the selected Focus Areas, contributing also to better define their boundaries.

This task will lead to the establishment of a methodology and standardized protocol between bordering countries regarding the elaboration of a planning outcome for each study area (AI Macroregion and 2 Focus Areas), which will be calibrated according to available and acquired knowledge (validated and standardized). Furthermore this subcomponent will lead to an understanding of policy positions across national borders, as well as well as regional and sub-regional instances will be analyzed, confronted and acquired with the full involvement of Institutional partners, as well as stakeholders groups, adopting a collaborative approach to plan-making. The planning exercise will be developed for the entire AI macro-region as well as for the two Focus Areas. Each exercise will be developed according to its initial assessment, the scale and the stakeholders involved. The entire activity of the task will be referred to the Roadmap principles (COM(2008)791 final), Maritime Strategy for the Adriatic and Ionian Seas (COM(2012)713 final), UNESCO recommendations for MSP processes, previous leading projects on MSP in a transboundary context (as PlanBothnia and MASPNOSE) and wider emerging experience in MSP.
Technical, institutional partners and observers can adequately support the cross-border approach, being representative of the geographical composition of the study areas, as well as the multi-disciplinarity as methodological base to improve MSP. Clusters of stakeholders will be aggregated around each study area, to engage in the plan-making at key stages (Principle 4), in synergy with Institutional partners. For each study area, the following activities will be carried out:

1.3.1 Formulating priorities and objectives for MSP (based on the discussion with stakeholders)
1.3.2 MSP contextual framework: Defining and analyzing existing and future conditions (based on UNESCO guide, step 5 & 6)
1.3.3 Elaboration of the planning options (based on UNESCO guide, step 6);
1.3.4 Finalization of the planning proposals for the study areas (UNESCO step 7)
1.3.5 Assessment of effects and benefits of planning process

1.4 MSP monitoring and evaluation

In line with the notion of adaptive management (Principle 8; UNESCO steps 9 & 10; Defra, 2009), the planning process will include the recommendations on measures for evaluation of the marine plans’ proposals following implementation. The evaluation will be drawn upon the development of the planning exercises in the AI Macroregion and two Focus Areas. This task will be achieved via the following activities.
